I need help making a hashinshin announcer pack

I have the audio for a hashinshin announcer pack and I followed the guide from the reddit guide https://www.reddit.com/r/leagueoflegends/comments/2qgjw0/summoner_announcer_packs_a_tutorial/ on how to make an announcer pack, but I was unable to download the stuff needed to make the announcer pack.
