Meowkai laugh

Just posting this here because i think it falls under the category sound, so i'm just gonna ask. Is it intentional for Mewokai skin to let you hear his laughing sound only if you stand perfectly still or is it some kind of minor bug? I really like this skin but it saddens me a bit that i cannot use my laugh while moving. Just wanted to know if there was a statement or maybe a similar post that clarifies this.
