Why does Taliyah consider Azir a rival in the lore?
I don't understand why because didn't Azir work hard to become Emperor and I think he did also love his people. Does Taliyah really hate him, or was she told lies to make her hate him?

She grew up with the stories that Azir (and all Emperors of Shurima) oppressed her people. The news of his return and her family being sent to the ancient city (presumably to work as slaves) also makes her scared. She doesn't want to lose her family to a blood-thirsty tyrant. So she doesn't really know Azir just yet, only myths about who he was.
Its simply because she is misinformed.
Keep in mind that the ancient shuriman emporers used to have slaves,Azir only freed all slaves moments before shurima was destroyed by Xerath,so it makes sense that most shurimans just think that all emporers used to be slavers.
Not only that,but when taliyah reached the shuriman capital she was able to read some of its history from its stones and what she was able to get was that everyone died,so for Taliyah the capital comes off as a giant tomb...
So yeah Taliyah simply doesn't trust Azir.
Azir's from thousands of years ago and is essentially saying "All of you guys belong to me now because I said so", that's generally why. Azir's very morally ambiguous which is what makes him a good character.

Just because 2 'characters' or 'people in RL' strive towards the same goal, it does not mean they will share the same ways of seeing how it needs to be done to meet said goal or the results that follow along with reaching that goal.
Though i'd have to review the lore myself on both of them, i would not be amazed if it was something along the lines of:
"Azir strove to make Shurima great again but by pursuing such goals he ended up causing some suffering on the 'lower class' group of Shurimians, whether it was intentional or not or it could of just been plain neglect to slow down progress of 'greatness' enough to ensure perfect stability especially at the lower levels of the kingdom to make sure they would not be preyed upon. Resulting in 'lower class individuals' like Taliyah to show enmity to Azir's policies for the kingdom."
Something along those lines, its a issue where not everyone can be made happy by pursuing a path of 'making a kingdom grand', not to mention that even if a kingdom becomes amazingly large, it could end up causing the opposite effect where 'higher class individuals' or 'ones who hide in the greatness of the kingdom' to get away with atrocious acts like beating up 'street rats', stealing things from 'low class filth' that the guards would turn a blind eye to protecting and even get away with maybe even murder in broad daylight if the court was blackmailed/bribed to turn their eyes from the truth.
Happens in real life all the time and easily gets displayed in plenty of movies, games, shows and other media. Very least it gives Taliyah a very impactful position as the 'commoner' seeing a 'kingdom being made great' from the outside of the palace then the inside where the 'emperor' progresses his plans to improve the kingdom and put stabilization in the back seat.

But as other people mentioned this is also another facet of point of views, If you throw HISTORY into the mix, then its basically a example that if a history long stood things like slaves and bad things going on, then obviously if a famous figure regardless of how long he 'actually ruled' popped up and stood as the most prominent figure, then things like history becoming blurred could cause massive confusion on who was the actual tyrant(s) that made the kingdom so 'horrible', now throw in said figure coming back again, just like how Jesus Christ is a 'messiah' of sorts in how he is portrayed that by default it can be seen that Jesus would perform his miracles again. In the case of Azir, history might as well of got blurred enough to be seen he was a figure of 'malicious intentions', meaning it would be believed that he would resume such activities.
Not even counting how Xerath basically vaporized Shurima so likely the majority of anyone who could tell the true story of what happened never lived long enough or maybe even had the intention of passing on the truth for 'the future to know it.', that or if someone did it was likely lost to time.
Either way its basically shenigans with information. Still even if 'scarce history records' did not portray Azir as a tyrant or could be lead to that conclusion, it would still be the same example of if some legendary king from the past were to show up all of a sudden, people should obviously be suspicious of such a figure 'rising from the grave' and then declaring himself to lead shurima to great'ness again is already a stretch that why should he be given another chance after so long to 'lead the people again' without regaining his right to lead the people again thru some trial of some sorts.
