What now?

"Xerath plots to reforge Valoran in the fires of revolution"

This is part of the last chapter of the Shurima event and basically the only new information we got about him. But this just generates more questions than answers. What kind of revolution does he want? How does he envision to accomplish it?

It's been a while since the event's end and we didn't get anything lorewise. Could we at least get an answer to the questions above?
