This is a legitimate question: How does @Riot decide what champion to do a skin for next?

They didnt choose to do Teemos skin, Teemo is holding the Narrative team hostage now and this is the promo is actually a video recording of the room where he is holding them ! (#SaveRito2015)

Whatever the Skins team wants to work on. Whenever they get a good idea in their head, and other people like it, and its actually feasible, they tend to go for it.

Rito worker one: "yawn Who should we make a skin for next?" Rito worker two: "Who haven't we done a skin for in a while?" One: "Beats me, hey, I have an idea. Put all of their names in a hat, and we'll draw from it." Two: "Alright! Sounds like a plan!" One: "Oh, and remember not to put Zac's name in the hat."

From what I've heard it is a combination of different facts: 1.Champs who didn't get a skin for a long time get more priority Doesn't mean that a champ can't get multiple skins in a short time,bca Skarner and reaper Soraka are relatively new skins and yet they still get a new skin soon

2.Champs with lots of skins get less priority This is most likely the reason why Skarner and Soraka are getting another skin already

3.For some champs its easier to make skins for This is the reason why we still didn't get a Zac skin,because it is fricking hard to make a zac skin.Champs like Zyra with different models are also rather difficult.However on the other hand it is easy to make a skin for champs like Darius

4.It depends on their ideas.A champ might not need a skin,but if they have a cool idea for him/her,then they'd make a skin for him/her anyway I think this is pretty self-explanatory

5.Events also impact skin releases This is for example why the Jinx skin took so long,because they wanted to release it during the new years event

6.The price classes of other skins has a role in it If they notice that all their recent skins are quite expensive they might actively search for an opportunity to make a cheaper skin.They most likely avoid making several legendary skins in a row and work on only one ultimate skin too for that reason. Also if a champ has only expensive or only cheap skins,then they might want to release a skin of a different price class for that champion.

** 7.Which champs are going to get a VU** Well there isn't much point in making a skin for a champ who is going to get a vu of some sort in the close future anyway. However that doesn't mean these champs can't get a skin(I mean Evelynn and Warwick got one),but it is limiting to some extent. It can also work into the opposite direction like it did with Nasus ,whose VU was made alongside his legendary skin

8.Anyway there is always the problem that a skin gets delayed because they run into some problem with it. unexpected problems can always happen

It's likely based on whatever they want to do at the time. There are certain constraints to making skins, such as the limitations of a characters rig and the scale of the skin in question, but that's very champion dependent.

So it's basically when someone get's a good idea and they decide to go through with it. They say "hey this skin for this champ is great, let's make that!" and not "hey this champ hasn't had a skin in forever, let's make a skin!". Some exceptions to this rule apply, like Eve's latest skin, but I feel like we'd be seeing really lackluster and overall crappy skins if they actually subscribed to the idea of "x champ needs a new skin, get on it" 100% of the time.
