Why do I feel like High Noon Ashe is a jab at Overwatch?

Is Riot trying to get back at Blizzard for copying the name? The wild-wild-west theme of the skin sure feels like a jab at Overwatch.

Ashe isn't an original or unique name to league. There's been others that have used it before.

Ash, Ashley, Ashleigh and all of it's other myriad forms are so common names for girls in the American West/South that it's not even funny. Nobody is copying anyone else.

Riot named Ashe after one of their employees wives, Blizzard used the above logic to name their own female gunslinger. These facts make it so that even if these two companies existed in separate universe they would not change anything. It's pure coincidence, not copying.

The only real coincidence here to note is that they both have white hair.

I'm not really convinced Riot would pick the Highnoon theme for Ashe for no other reason than an unimpactful jab. You don't really spend months and months developing a legendary skin just to dedicate the theme of the skin to something silly like a jab at another company.
