Aphelios...and his odd lore

So, I'll make this short and sweet. I need it for story purposes as I'm very curious about it but...

In Aphelios' short story, from what information I have gathered, I assume that he can only connect with Alune during a full moon. However, his short description implies that as long as the moon is out (so basically every night,) he is able to use her power. So what is the time frame that Aphelios can use Alune's arcane? Can he use it all the time or only on a certain lunar cycle? I'm very conflicted and it will keep bothering me until I receive or settle on such information. :(
