The Bilgewater bios felt like a return to old times, but should that be the standard? Are we cool with stories like Azir's and Kalista's? Should there be variety? Should a champion receive multiple ways of exploring their story?
Well the bios styled in the Bilgewater style are the way in which stories will be developed, but not solely. Those bios are essentially the "this is this character in their entirety" write ups with a short character piece to better get you in to the feel of the character. However this will not be the only form of lore that's released. To give an example of something that is (hopefully) arriving next week, Kindred will be receiving lore like the Bilgewater Bios on their champion page, but "A Good Death" still exists as further material detailing about Kindred's impact on the world. To summarize things in their entirety there'll be three things to expect from lore:

A short paragraph that will be put in the client to be a brief as all hell summary to the champion with a link to their page on the website for further reading. Given news about the updated client I'd imagine they'll attempt to roll this feature out properlly during the start of the 2016 season when the updated client hopefully rolls out.

A bio on the website which is structured as follows: A quote from the champion, the short paragraph from the client, a long form bio detailing the champion's life, and a short character piece to show you them in their natural environment.

Further lore developments through videos, written stories and other forms of media. The release of this lore will have an affect on both of the above forms of lore, as the long bios will be added to and the paragraph may change depending on what happens to a champion during their stories.
That's how I understand how things are planned to progress at any rate. I believe we're waiting on long form bios for Fiora, Tahm Kench and Kindred, and the Shadow Isles champions (
and maybe
) will be getting them in October as the Harrowing will be then.
