Just a thought I had since everybody wants a league anime or cartoon or legit anything I thought to myself why don't they team up with Netflix and make something just like they did with marvel as I was reading the recent lux issue the art style looked a lot like the Castlevania art style from the animation that Netflix did

Take a look at The King of Fighters TV series, I don't see game to cartoon shows to be that much of a promising side production.

I want a league specific series to happen runeterra or in game.
A crime drama set in Zaun would be cool. Like Boardwalk Empire/Sons of Anarchy but with a lot more 
I would totally say yes except that whenever movies attempt to portray videogames it always ends up being terrible. Hell the best reviewed videogame movie is angry birds 2. If it wasnt gonna be done terriblly then by all means make some series exclusive characters that interact with champions from time to time and call it a day.
