Is Zilean still using a time rune?
This could POSSIBLY be an explanation for the missing Rune in Ryze cinematic, this could also be an indication of why he has so much power it terms of time and space at his disposal.

I'm pretty sure the missing rune is the World Rune of Inspiration, which Ezreal is hinted at possessing.
The ingame rune system, the concept of the World Runes in the lore and the concept art of Ezreal touching the Inspiration Rune have no bearing on one another.
One is a game mechanic, one is a story mcguffin and the last is a piece of promotional material.
The missing rune most likely is with Ezreal
Note that this is coming from someone that's somewhat new to the lore, but I don't think that there is a time rune. I mean, the runes are all based off the rune system ingame: The runes Domination, Resolve, Precision, Sorcery, and Inspiration. The closest thing that there is to time manipulation in the runes would be under the Inspiration rune, which my guess is that it's the one Ryze is seeking. So either Zilean has discovered/ been affected by the rune of Inspiration or he somehow has the ability to manipulate space and time. It's a wild guess on zilean and might not even answer your question, but that's my take on it. Also I don't know what you mean by "still using." Are you saying that there is in fact a time rune or do you not know either?
Sorry what? Where did u read anything about a “time rune”? The missing rune is heavily implied to be the inspiration rune, something that was stated to be with Ezreal (when the new rune system was implemented they were explained to be the world runes, and the character under the Inspiration Rune was revealed to be Ez). The runes aren’t the only runes, Yh... and there def are more but I don’t recall anything in Zil’s stories talking about him having a time rune.
