I think they were, but then the Iceborn chucked them off a bridge.

That would make sense since they are thrown down the bridge the void is spawning randomly everywhere. Like wild animals running for food. Maybe it they were in command its organised and well planned. MAYBE

The Watchers have control over the entirety of the Void? The Void is a big place and I'm sure Vel'Koz answers to no one but himself. In my mind I compare all things in the League lore to what I know in Marvel comics.

Watchers in LoL are like Celestials in MU (not MCU screw that crap). Celestials exist as their own power, manipulating and dictating the universe's course of evolution of races. Watchers were trying to do the same with Iceborn right? Of course like free thinking races might do, they rebelled.

Celestials don't have control over the entire Universe, it's far too vast for that and Watchers no doubt don't have complete control over the Void, if they did and wanted to wipe out Runeterra's universe they probably could in an instant.

EDIT: Oh god, Marvel are really ballsing things up recently, they gave the Celestials an origin in the MU... why? What's wrong with them? (they basically made it so One Above All isn't responsible for creating Eternity... what?) Marvel really need to start telling their writers 'No'. Else they'll end up in a Bendis X-men, Hickman Avengers situation again. Hopefully the new EIC can sort things out.
