Ya dropped the ball a bit here. Thats absurdly expensive just for the chromas. Not even a chroma pack either.

Cause you aren’t supposed to buy all of them.
They are team support things. You buy the 1 or 2 for the team you like.
Also, the revenue is split with the teams they are for.
All the chromas for the Kha skin are going to the prize pool at least; they're still overpriced but we can try to lie to ourselves that Riot had good intentions. (They didn't; the percentages are split 25/75 in Riot's favor.)
The Worlds Pass though is overpriced considering it doesn't do anything for the Prize Pool and turned this event into one of the largest grinds I have ever dealt with. Which is a real slimy way to try to get play rates up in NA to be honest; events are supposed to be fun, trying to grind games for tokens to even have a chance at any of the limited time loot is actually ridiculous.
Youre not supposed to get all of them, and theyre all meant to be to support the Esports teams.
Dont like it? Dont buy them. Not a hard concept.
I mean, it's for you to Support your teams - you're not really meant to get every Chroma. It's 1170 RP to support all 3 teams from a Major Region, or 1950 RP to support your favorite team from from each of the Major Regions.
For example, I spent 1560 RP to get the Dire Wolves Chroma (because i'm from OCE), as well as my favorite teams from LCK, LPL and NA LCS.
You're not meant to get ALL of them since they are just to support teams during Worlds. I mean unless you are truly some crazed collector (which not even I went that far and I own all the skins).
