After champions who have a higher update priority than her. Spoiler, that's a lot.
She could be legible for an Ezreal-scale VGU. Her W doesn't do much either, the mini-rework didn't turn out well, and the tails in her older models just pop out from her clothes.

Probably never. Between Rito's ability to create problems faster than they fix them, the boards' tendency to downvote anything that says Ahri without the word nerf, and the fact that, after almost seven years, she has only gotten lower on the visual/art priority list*, I wouldn't count on it happening before the servers go down.
*Excluding the one person on the skins team that keeps putting her into lines at random. Seriously, every other Arcade skin had some clear inspiration, Ahri's felt like someone just bludgeoned the team with a sign saying ARCADE every time they talked back.
It's called Star Guardian Ahri.
