Deciding standalones from group lore?

How do you decide standalone lore from group lore?

For example: Annie's lore ( Though already updated, mentions nothing of other champions or fractions. Only told that she lived far off from Noxus. ) vs. Sylas' lore? ( Noting much of Demacia and champions like Garen, Galio, Jarvan IV and Lux. )

At first I thought it was because someone like Annie couldn't press themselves into certain situations or encounters with other champions, but then Nunu & Willump slaps us with Nunu having a relation with Lissandra and Anivia in some way.

Well Nunu was always connected to Lissandra even in the old lore. I dont think it is random. Annie is a little child that goes around different towns and stuff so she doesn't have any interactions with other champions. I think that there may be more coming from Annie in the future.

Riot probably decided about champion interactions based on past lore and the future potential of the champion and the faction they live in.

Nunu was Frostguard for quite some time meaning he was connected with Lissandra indirectly.

For the most part champions with more impact on Runeterra as a whole will have more connections.

Nunu and Annie used to be just random children on the Rift, but now Nunu could represent the future of The Freljord based on how Riot is writing him whereas Annie is still just a random little girl
