Is Swain a Dictator of Noxus or does he share his ruling with someone else?
Does he share the the throne with others to limit his power or is he a complete dictator

If you read just a little more of the lore, you'd know already that he shares power with Darius and "the Faceless" (ok it's probably LeBlanc).
Swain owns 1/3 of the power. Darius and likely leblanc hold the other 2/3.
however, it is likely that Swain holds the "big picture" of power. Darius directly commands the military, the faceless more clandestine activities, but Swain is Vision. this means he holds what direction Noxus take, and is the face of Noxus as a whole
As others suggested, you should read The Principles of Strength. There are some outlines of Noxian politics. If you want to know even more, first read LeBlanc's Color Story and then Swain's.
