It's a neat idea, I like it, but would it really be funny? About as funny as a king, emperor, tzar or other monarch would be, that is to say, probably not very much.
I'd actually like to see Gragas get one of these skins. It works pretty well for Gangplank & Tryndamere, I can definitely see it work on Gragas.
As a matter of fact, a King/Royal Gragas would actually be a decent concept overall.
