Would the Ursine be considered Leagues orcs?

With the big change to Volibears lore he now has followers who from a quote of the lore tells us that Ursine are "fierce aberrations, men twisted into other shapes by their efforts to please Volibear. They were simple, and fierce, and quick to anger." and are called a "hideous legion of half-bear abominations". now I don't know alot about Orcs but I know they are a race that is primitive and full of angry warriors (correct me if im wrong) and that is someone like what the Ursine are now.
