Demacia and Poppy?

Just posing a question. Maybe I'm being dumb or maybe the lore changes will account for this at some point. Considering that Demacia has this whole thing against magic with a few exceptions (people who can detect magic being used as part of their mage seekers, Galio because of his nature and what he does for them, etc.), what reason do they have to accept Poppy? When you consider that Poppy is indeed a Yordle, a magical creature, and that she does indeed use magic as part of her kit and doesn't exactly keep it hidden with that big ol' hammer of hers, why do they accept her? It's different when you look at a place like Piltover, that accepts magic and uses it in their technology, but might not be so accepting towards Yordles. It's different when you look at Noxus, which may or may not actually accept Kled, but at least looks at him as a representation of their ideals. Just what is the case with Demacia and Poppy?

yordles have Glamour. it makes them look human to everyone

They don't accept Poppy, but they don't even know of Poppy.

So, Poppy was around during the formation of Demacia by Orlorn, and was considered one of Orlorn's most trusted soldiers. When he gave her the hammer, implying that she was the hero Demacia needed, Poppy (either because she has stupid levels of imposter syndrome or something else) believed that he was passing his quest to find the hero onto her.

Yordles live for a stupid long time and don't understand the passage of time like people. So Poppy can go to the same town and think she's in a different town because of the changes. Because of this, Poppy has wondered for so long that she, or rather, her hammer, have become a myth. She also has a glamour (whether this is a natural yordle power or something Heimer made, idk) so people don't see her as a Yordle. What they do see her as is...it differs. To give an example, in her color story, the statue that is meant to honor a monster slaying hero is a large man with pigtails like Poppy.

So people wouldn't accept Poppy, but they don't even know Poppy exists as a yordle. Poppy has been wandering Demacia for so long and ignoring the political climate that she isn't even aware of how they would treat her as a Yordle.

Garen uses magic as well, as Swain remarks. Demacians don't care so long as you assimilate and don't rock the boat.
