There is, its called "Shimmer" (as KestrelGirl pointed out) and its from Zaun.

Here is what the wiki says about it: "One example of Zaunites' love for freedom of expression is the unlawful synthesis of "shimmer", a corrosive techmaturgical waste substance that is popular among Zaun's rebellious youth. When slathered onto the skin the Shimmer stimulates intense emotions in its subject. The Shimmer then creates an assortment of shining colors that corresponds to the emotion the subject is feeling. Though frequent application of the caustic glop can result in progressive degeneration of the skin and muscle tissue, a rumor that Shimmer can grant its wearer unnatural abilities has simply increased its demand."

However, i must mention that it is part of the old lore as far as i know and im not sure if it still canon.

Singed Urgot Warwick we have literal drug based champions lol. Singed uses drugs to run fast. Urgot is suckin up some weird green drug. Warwick used to be a human, but Singed gave him sum animal drugs.

More likely than not you would see it in a place like Zaun/piltover in the form of the hard drugs. The freljord and noxus would most DEFINTIELY have some sort of painkiller that you can get addicted to. I see Ionia as looking at it as more using what nature gave them as a gift (much like native Americans praising tobacco has a gift from the land).
