He is a patriot, but a heartless one.
He views Noxian people as an extension of Noxus itself. So while the good of Noxus means most of its citizens be safe/secure/successful, he also expects them all to contribute what they can to the empire....even if it means their lives or their families

He is a firm believer in the idea of noxian strenght, and that only the noxian way will be able to stand against the world ending threats that fade the land (darkin, void, shadow isles). As such he does continue the noxian conquest machine in order to unify as much of the known world as possible and add its strength to noxus.

He does this not out of malicious intent, but because he believes only a land unified under noxian rules and ideals can face what he sees coming.

So is he a man who cares for his country, but views its citizens as mostly cogs it the machine of it. And he wants to protect the world from a great evil, but thinks only through conquest can the unity that requires be achieved.

He is more pragmatic about his wars than darkwill though who wasted noxian blood by spreading his forces so thin and engaging in unwinnable campaigns. His wars so far are smaller scale...for now

So is he a good person, no not really. More of a ruthless pragmatist.
Someone with what might be considered a good goal (stop massive end of world threat, make his homeland safe/secure/successful), but who will use any and all means available to make it happen, no matter who he has to sacrifice or kill

If there was no major threat I'm certain he would still look to continue Noxian expansion though. He would just be smarter about it than darkwill

He doesn’t see people as lesser but he will sacrifice anything for the good of Noxus. So he isn’t heartless but by what he has seen in the darkness he knows whatever needs to be done is more important than someone else’s life in the end. So maybe lawful evil?

He is gray he does what is needed for the survival of Noxus.

He's pretty evil. He wants what's best for noxus but he's an iron fisted tyrant of a general, willing to sacrifice any number of soldiers to get what he wants.

He's is a good person who knows the price of victory. He fights for the survival of humanity. He values his men, but he will anything for the greater good.
