Yes, it's Legacy. It will be available next Halloween (although you can still get it from mystery gifts and hextech chests, if you're lucky)
OP is right in a way, the skin line didn't look much like Halloween thing. It actually looked like a stand alone skin line not related to hallows end
It is a Legacy Skin which means it is available only for a short time each year. Don't worry though next halloween you will be able to buy it. You can also pray to the gods of RNG to get it in Hextech

The Death Sworn skins were Legacy skins meaning that they are only available for a short period of time. When released on October 26th, they were noted to be in the store until November 26th. It's now December 4th, so it's gone until next year. You can still get them from the random chances in Chests, Event Orbs, Mystery Gifts and such but if you want it directly you have to wait.
Pretty sure legacy cuz i got her from hextech and it had legacy label 
Limited = it's never coming back (PAX Jax, Victorious Sivir) Legacy = it will come back during special events and can be obtained through Hextech or Mystery Gifting
