Why in the world did they think it was a good idea to make her hands so wobbly and massive, they're the size of her forearm!

That's part of an animation, I bet. It's called a "smear" animation. It doesn't look good on its own in a screenshot, but pairs better with the entire animation to give it more fluidity.

For example, Poppy uses smear animations a lot, making her hammer look HUUUUUUUUUGE. A LOT OF VIDEOGAMES use this technique in some shape or form.
