I went through his Q&A and here's what I found:
Bard isn't related to Targon, he does his own thing. He doesn't care about good and evil, so he probably doesn't care about the Darkin too. His behavior around world runes will probably be similar to his trailer. In his trailer he allows Ionians to keep an artifact of incredible power, but the moment they use it in a wrong way he intervenes and prevents further use of it, even though Ionians were forced to use it to defend themselves.
Pretty much, in this instance. It's as if you saw two kids doing tug-of-war over a grenade, you don't get into which kid is right or wrong, you take the thing that goes boom away.
I found a quote that descibes him pretty well.
As a gameplay designer, I drew inspiration from the idea of a character who's neutral in nature, and who's driven by a compulsion that nobody else understands. He has to be somewhere at some specific time to do something very important that looks kind of... pointless to everyone else. Nothing else matters to him, not the war going on, not the champions fighting on the Rift.
Personally, I see him as Lawful Neutral, if I have my D&D alignments right. He acts in accordance with fate, or whatever, to make sure that Very Bad Things don't happen, but otherwise doesn't really care one way or another how things play out.
