What words are you expecting? It will come when it comes. The words about it in the Skins Video is most likely all we're gonna get till the skins are revealed.

They said pretty clearly in the skins video that they'd be out around the time of the new champion (who will supposedly have one as well), so still got a couple of patches to wait as Morg and Kayle are up first.
