It's literally been said the reason why is so they can release the map in bits that are more regionally focused. Also as I remember another prevailing thought was a world map without any regional maps to accompany it just makes everything seem way to small at a glance.

So they wanna put out a bunch of maps for specific locales and then give us the stitched together version. I think. As far as I remember that's the deal.

I like the regional maps personally; gets me thinking about where things are located in relation to each other and what things actually connect in this new Runeterra that didn't before, like the Sai being right next to Mount Targon, meaning Xer'Sai vs Rakkor fighting!

EDIT: Oh yeah remembered another thing; context. They wanna put out maps and details when such things are appropriate to what's being released at the time, hence why we've had the maps we've had and in the manner we have - they were appropriate, if not necessary, to have in that context. Again this is me trying to remember words already spoken, so apologies to the Narrative folks if I'm remembering wrong - it's my bad memory at fault.

It is cause they have not decided on a new world layout yet. Old runeterra was literally a single round land mass with a few islands around it. thats was it.

It's probably because many things are not set in stone yet and any map we would get now could dramatically change a couple of months after following the next Lore shower.
