Classic Halloween skins were last year. This year will probably see the return of Death Sworn or Zombies vs Slayers, since they alternate themes.
And if that is the case, then...
Death Sworn:
Ghostly skeleton dragon with souls of the damned orbiting him.
Ghostly skeleton snake with the screaming faces of the damned appearing in her poison.
She was on the wall in the Pantheon video. All those champions besides her, Sylas, and Evelynn have gotten skins. I think having her start off normal then becoming more and more ghostly/dead as the game goes on would be cool.
Pantheon video. Looks hot outside of stealth, is a ghostly skeleton monster in stealth.
Pantheon video. May be too similar to Lunar Wraith, though.
Zombies & Slayers:
Zombie. Would allow them to potentially revisit classic Urgot.
Zombie. Maybe make him like a Clicker from The Last of Us so he's still plant-like.
Zombie. This should have been made already its so obvious. Might be too similar to Hulk Toxic Mundo, though.
Slayer. Very agile and able to out-maneuver the sluggish zombies.
Slayer. Strikes from a distance.
Slayer. Thinks punching zombies in the face is funny.
New addition called "Infected." Shadow Assassin is Slayer, Rhaast is Zombie.
My bet is there will be no Halloween "Event" like last year because of worlds and Riot will just integrate the two and throw out some skins and events.

Lee Sin is last meaning he's getting the Snowdown skin pretty much no debating that I think Qiyana is getting the Louie V skin at the end of Worlds OR the True Damage music skin
