Theory: The "Bilgewater Tithe" is some sort of Pirate code

So, Nautilus got his lore updated to make him look more of a good-natured kind of entity that helps the wretched but drowns the greedy.

The one thing that stayed the same from his "placeholder" lore though is the mention of a so-called "Bilgewater Tithe". Now, for those unaware, a tithe is some sort of a tax, suggesting that there's some sort of ritual the denizens of Bilgewater indulge in where they do have to pay this tithe.

But is it materialistic in nature? I honestly do not think so. I believe the Bilgewater Tithe is some sort of code of honor, the one thing that keeps Bilgewater from just collapsing unto itself as people just eat each other with no regards for their common good.

I think this tithe is some sort of pirate code, some sort of commandments that help this pirate nation to actually not only keep existing but also to thrive. A code that helps the common sailors, the bilge rats to not get swallowed whole and exploited by their captains, ergo why Naut drowns the greedy.

So, is the tithe a code of honor bent on keeping the powerful from exploiting those who are the basis of their might? What is a captain without their crew anyways?

In the Bilgewater universe page, is explained how the ships entering and exiting Bilgewater launch offerrings to the water for the Bearded Lady with the hope of calming her rage. It's very obvious Nautilus is just Nagakabouros tax collector.

It could be some sort of Eldritch contract. If the seas around Bilgewater are filled with kaiju-sized sea monsters and non-void eldritch abominations, maybe the Bilgewater Tithe is some ancient contract guaranteeing some kind of limited protection?

The bilgewater tithe is the offerings of coins to the waters of bilge water in order to appease nagakabouros. If you dont pay up then Naut goes after you.
