Warning: While much of this is true, it should also be read as seriously sarcastic, something thirty levels beyond "Zero Punctuation."
Back when League of Legends was a new property run by four guys and a small crew, they needed something to keep the interests of their small, but steadily growing fanbase. Hence, they created the Journal of Justice, a guide to the lives of champions away from Summoner's Rift. The stories weren't necessarily good, but they were regularly produced amidst the company guideline of "release a new champion every three weeks to keep everyone distracted."
Then, along came new employee to Riot named Christina Norman, otherwise known as "Kitae." Kitae, whose last job was at Bethesda where she destroyed the story of Mass Effect 2, came to Riot with an idea: Remove the Institute of War from the League so we can tell "compelling stories." While this should have landed Kitae directly into the unemployment line, the people at Riot applauded the idea and ate cake, wore silly hats and gave each other fist bumps.
So, starting with the removal of the Journals of Justice, League Judgments and the Karma Rework, mention of the Institute of War and the League of Legends have been slowly removed from the overall story.
Every thing Narrative has done since then, from the Freljord disaster that destroyed Trundle and attempted to retcon Udyr out of Ionia, to the recent Retcon announcement and TommyGnox's departure, to the current bits of marshmallow conversations floating in the morass of silence from Jaredan's current team, has been the result of these decisions.
Kitae, at last check, was one of Riot's live balance team members or something.
If I recall right, the given reason was similar to the reason given for the retcon: It was too limiting to what they wanted to tell in stories.
In my opinion that's rubbish, but that's a different discussion.
