Inconsistency of Miss Fortune's Characterization

So, ever since I started playing her, Miss Fortune has been my favorite champion. Something felt off about her characterization in the Fortune Smiles comic, and so I went back through The Burning Tides and Shadow and Fortune trying to figure out what was bothering me. Here's a general summary of my observations.

> Miss Fortune in The Burning Tides: I’m gonna kill Gangplank, everyone who worked for him, and burn everything that was his > > Miss Fortune in Shadow and Fortune: Bilgewater’s tearing itself apart, I didn’t care what happened when I killed Gangplank but now I know that this place needs a leader and I could be a good one > > Miss Fortune in the beginning of Fortune Smiles: Y’know what, fuck killing the people that worked for Gangplank, I’ll let the three biggest ones do the same as they were doing but without having him to answer to.

I understand that the writing staff at Riot has changed between the writing of these arcs of MF's story (and probably does much more frequently), but is there any real excuse for this much of an about-face in characterization?

I'm thinking it's possible that Fortune Smiles comes before Shadow and Fortune in the timeline

Also, I don't think the leaders of the other 3 gangs worked for Gangplank, at least not in the sense that MF would include them in her original crusade. They were most likely lower level gangs that had to pay tribute to GP, but they didn't really work for him

I mean that can be attributed to her purges removing so many of GP's men that she's more 'content' with the remaining captains. By that I mean she kills the bastards and is going to be reinstated as Tyrant Queen of Bilgewater. Headcanon sure, but it makes a lot more sense and I'm especially interested in how Illaoi and GP are going to react to this.
