Is Vladimir a vampire?

Many consider him to be a vampire, but on other hand, some others consider him not to be one.

The ones that don't, claim that since there is nothing on the lore saying that Vlad is a vampire, he is not. Also, that he is actually an hemomancer (think of it as something like the characters from Avatar: The Last Airbender, but with blood). Hence, he should not be treated as a vampire.

However, the people that do consider Vlad as a vampire, say that this is very temathically fitting, considering that Vladimir has many obvious traits from a vampire, such as his name (it comes from Vlad the Impaler, a historical person that was the inspiration behind Count Dracula), that he looks like a vampire, the fact that he has blood-themed abilities, and his skins, most which have been based on famous vampires (Count Vladimir = Count Dracula, Marquis Vladimir = Lestat de Lioncourt, Nosferatu Vladimir - the name itself says all)

I would like to know, after all, is Vladimir a vampire or not?

Consider that there is nothing wrong with vampires existing on Runeterra, as there are many other races not created by Riot that also exist there: humans, minotaurs, specters... Also, a vampire may not necessarily be a creature with fangs, a cape, that bites humans in order to suck their blood, and can transform itself into a bat. Peharps "hemomancer" is a term for vampires in Runeterra?
