I have googled but no one seems to know, even the person who voiced Kayn said he never met Rhaast's voice actor, he is really amazing and I just wanna know who he is.

Rhaast, Yasuo, Aurelion Sol, Azir, Rengar, Draven, Kindred, Jhin, Ekko have the best voice actors IMO.

Iunno I find his voice out of character for a demon and kinda just sounds like somebody was pitched down in post.
I'm just gonna get downvoted for saying this, but it's the major reason I can't take Kayn seriously.
in league of legends wiki it's stated that Rhaast voice actor is Sam A. Mowry (notable mention in Neil Kaplan wiki page its stated that he voice Rhaast)..so i don't really know but i think its worth researching .
