PROJECT LUCIAN'S HAIR

I had a argument with my friend about project Lucian's hair if it was blue or white. I think its white because all the others project skins had white hair, I can understand why he think its blue cause in the splash art its Little bit of blue but I know it has to be white. I want to know what the people in the league community thinks so I can prove my friend wrong or I can accept defeat.
