Considering the current memorial of of death wouldnt stop him....I figure he probably just gets up and crawls out of his grave.

No, he was first resurected by Leblanc using dark magic. Darkwill's generals tried using Sion in battle but he killed just as many Noxians as he did Demacians, forcing the army to cut him down (literally, in pieces).
Darkwill realised this is a mistake, and had his pieces locked to the memorial and the memorial is restricted.
Swain however, with the help of Vladamir and 8 sacrificial men, plans to raise him again, stronger than before.
