You have to remember though that we as readers, do not share the same view as the Characters we read about. A majority of people in Runeterra think that Stanwick was the one who built and designed Blitzcrank, when it was really Viktor. The Public doesn't know about his theft of Viktor's work, as much as they know Viktor as the guy who leads a Cult of Machine people. That itself is a very scary thought to an uninformed public.
You also need to take the quote in character. Ekko is a very idealistic teenager who think's he is the one doing it right. He watches over a bunch of Street Urchins, and probably has heard a lot about the dangers of Zaun AKA Mundo. And the most important thing, is that he loves the F**k out of his home city, Zaun. He believes Zaun as a place of inspiration and innovation, not cruelty and obsession which he believes Viktor and Mundo fall.
Focusing a bit more on how Ekko perceives Viktor, his quote "You're everything that's wrong with Zaun", is very possibly fueled by misinformation of media coverage or gossip. Ekko chills with street urchins, who are very scared about what might happen to them one day. While fears like being abducted by Mundo may be real, fears of getting abducted by Viktor is very possibly fabricated by other kids, very scared kids.
Ever play that game Telephone, where you start with one sentence and you pass it on to other people only to have the original sentence not match the final sentence spoken? Gossip works the very same way. A kid may catch wind of someone talking about Viktor, a man who is making other people, and himself, into cyborgs/machines/whatever. A young confused kid, who might not understand why someone would want to ditch their humanity, may interpret this as people being forced into machines, especially when rumors like Mundo are spread frequently. And so, a misinterpreted sentence spreads among the urchin network, as something to be wary of to help keep kids safe.
As its obvious that Ekko spends a lot of time helping the street kids, he's heard of these rumors and due to his determination to keep kids safe, may hate Viktor for all the wrong reasons. Perhaps if Viktor had a nice talk with Ekko, he could explain that he is not forcing anyone to do anything, and that people are choosing to be upgraded of their own free will. Maybe that might change Ekko's mind, even if he himself doesn't agree, but in the end, you'll see that a lot of Ekko's decisions are made to protect his friends and street kids.
Also, in an unrelated note, why are people getting upset that a misunderstood "Villian" gets treated as a villain from people who don't understand him or his past? Isn't that the point of his archetype?
