First Soraka lost her main lore ties to

rework she has absolutely no ties to the universe.

She won't get a VGU anytime soon. A regular lore update is far more likely.
They gave her new in client bio, she's from Targon now, she gave up her immortality to wander and help heal mortals after seeing their plight
Never, because Riot can't figure out how something as simple as balancing healing works... and they know that if they VGU'd her into something that isn't "the healer", there'd be a massive shitstorm about it.
