Yes and no. You technically DO have the border, but you won’t see it without the skin sadly.
The border is linked to the icon - you have the border, however it only shows when you use the skin. You can get the border icon and the skin on a later date and it works fine.
No you don't. When you craft the border, you'll have it but it won't show until you have purchased God King Garen. It's like last year with the previous VS skins.
its honestly one of the dumbest things i have ever seen, that you cant use the big cool prize because you dont have the skin, what if you dont like either characters but want the wolf/lion border? Too bad. you wasted all of your vs tokens because riot didnt feel like doing something that shouldnt take any brain cells to implement.
