How Evil is Veigar?

The problem with asking this question is an issue of perspective. Do we measure evil by intent? Action? Behavior? Explicit claims?

The Tiny Master of Evil is, as his title implies, all about evil, from inflicting pain to proudly proclaiming his vileness to the world of Runeterra, but there is a strong disconnect between word and deed. The only example we have of Veigar being evil is on the Summoner's Rift, where he points a finger in a champion's vague direction and they burst into assorted chunks of flesh, and in the Journal of Justice, where he attempted to steal the yordle Mothership with magic balloons, a horseshoe, and determination. The former is quite nasty, but then again, anyone given power can abuse it, and for those who fail to understand the scope of their strength, often misuse it. The latter is not quite so clear what the consequences of success would be, and less violent, more a publicity stunt than actual evil.

Evil and good are things hard to pin point because of every body's meaning of it.

Is killing 1000 fish to save one person, good or bad?

But that's not the point just something i wanted to point out. Rather Veigar isn't just being "evil" for the sake of evil or abusing it. I'm afraid as of right now this could be true or not any more, since it was in the Judgment if i remember correctly, so he can still have this reasoning.

To put it in short the reason why Veigar wants to rule all of Valoran is so he can stop all wars. An odd thing to do and really wouldn't make sense at first appearance of Veigar or listening to his VO. But rather by his lore, I assume that when Veigar was imprisoned he could only see the cruelty and horror of people because of this experience.

In a sense, he is scared but to the point of doing any and everything to stop this plague. He has the right idea but is going at it at the wrong direction. He kinda has the same feel as Viktor really, but i'm not going to dwell into Viktor being evil or good.

But I feel like none of those poll options really came close to this, so thats why I wrote this thing. So in short (heheh), Veigar has the right idea but is going at it the wrong way.

Without any actual documented crimes it's impossible to say. For all we know he's League's version of Evil Bob from RuneScape (i.e. he thinks "evil" is cool and wants to emulate it, but lacks the will or vision to do anything that most people would consider evil).

I think Veigar just wants attention after so long being alone (which is what drove him nuts in the first place) but because of said nutsness, he doesn't understand that tryinng to be a cartoonish supervillain isn't the way to go about it

Overall I find veigar a bit hard to judge.

He actually seems to have a noble goal,but I think it is possible that he could loose(or has already lost) track of it and instead starts being evil just to get some respect or for the sake of being evil.

However regardless of that,the question remains how cruel can he really be? When listening to his voice over he actually does talk about making you(and your loved ones) suffer,but is that a serious threat or just a bluff? Veigar also strikes me as the kind of guy who talks about how he is going to torture you and then starts to throw cotton balls at you. I mean he seriously tried to abduct the mother ship with balloons....
