Question About Noxian Law Enforcement

Noxus believes in strength, yet law enforcement involves protecting the weak from the strong. Does Noxian law enforcement do that, or would it refrain?

There are implications either way. If Noxus even occasionally protects the strong from the weak, then its philosophy must be more nuanced than ‘might makes right’. Those nuances would be significant expansions of Noxian lore.

If Noxus does not, then it is a lawless wasteland. Robbers take everything from people in broad daylight on city streets. Marauders pillage the countryside. Arsonists burn homes with impunity. Slavers kidnap anyone they can catch. Lunatics kill anyone they can.

So, Riot, which is it?
