I know Quinn isn't as desperately in need of a VU as other Champions such as Taric, Poppy, and Yorick, but hear me out on this one: Quinn's been lacking in the aesthetics department since her release, and I REALLY feel she deserves some love in this regard—if not now, at least some time in the future.
I think IronStylus would agree with me too; here's a post he made 8 months back concerning the matter:

I think we all learned a lot from that experience. I think now we look back on it and say we wish we could have executed differently. Not "better", but differently.
Quinn and Valor to me (lol.. Valor, to me!) represent something I've left unfinished. Something that I want to approach with fresh eyes. Something that I now have more clarity on and I think have a more rounded understanding of. They're really near the bottom of the list. There are much worse offenders in terms of theme, art and design. She's far down the list. However, as that list churns, she's going to inch up. I sort of see it as this weird destiny thing that it's possible that the last thing I work on for ChampUP is Quinn and Valor, setting right the things I did wrong, giving them the respect they deserve.
I was just listening to the new Music of League of Legends and there's an extended version of Quinn and Valor's theme. I got shivers. It's so good. It's touching, then rising, then triumphant then serene. I want to listen to that over and over and go back and ideate with that music surrounding me. I want to find the oomph. I want them to get a second chance.
One funny thing, the site lolskinviewer.com hasn't been updated since Quinn and Valor were released. I often look at that site for quick reference for the old champion models. So, any time I launch the site I see Quinn there. It's so funny that she's where those updates stop. To me, every time I see it, I think to myself, "You and me have unfinished busy, young lady".
Anywhoozle, that's a lot of romanticizing. But hey, even dreamy goals are goals.
Since Quinn is currently being worked on by RiotRepertoir gameplay-wise, wouldn't it also be a good time to pick up the loose ends of her visual side as well? IronStylus seems very passionate about this Champion and I think a lot of us in the community can agree that we aren't very happy about the way she ended up. Here's why:

Quinn's splash art did not turn out to be at all like the Quinn we were shown prior to her release. Her final concept art depicted a calm, pensive young woman, yet we were given a sour-looking lady with a pair of giant eagle eyes instead. IronStylus addressed this issue during the Quinn and Valor AMA on Reddit a few years back:
Q: Why is there such a difference in "mood" between the concept images and the final splash art?
A: IronStylus - I think it's a bit of a misalignment between departments. We love our Splash bros, they're rockstars. They were dealing with a lot of crunch time and I think there might have been a misunderstanding.
Not to mention Valor lost his unique appearance as well, both in-game and splash art-wise. Originally, he was a hulking bird with massive wings and a forbidding gaze. He looked like a force to be reckoned with. Now, both in his splash art and in-game representation, he's just an afterthought of a bird that looks more like a silly parrot than a powerful eagle. Just look at the difference in size and design.

Quinn and Valor's in-game models line up poorly with their intended appearances too. Her costume was made bulkier in-game, and her face lost that slim appearance it once had.

This is all coming from someone who absolutely loves Quinn's current in-game visuals. The combination of blue, brown, and gold—as well as the style of her uniform—are some of the things that immediately stood out to me and got me into playing Quinn, not to mention her awesome quotes and voiceovers. And don't get me wrong, her splash art is pretty cool. But whenever I look and marvel at these things that make Quinn and Valor seem so amazing, I'm reminded of the fact that they could have been so much more.
New Champions such as Bard and Tahm Kench have beautiful splash arts and in-game representations, as well as fluid animations. I really hope Quinn and Valor can be brought around to these standards too.
Here are some additional non-gameplay related changes I'd like to see for Quinn:
1.) Chat name changed to "Valor" during Tag Team 2.) Alternatively, default Champion name changed from "Quinn" back to "Quinn and Valor" like it was on the PBE before their release 3.) Recall animation for Valor 4.) Dance animation for Valor 5.) Special interactions 6.) Valor icon on Boards

TL;DR Quinn needs visual buffs, and now might be the right time to do it since she'll be receiving a gameplay update some time soon! She's not the same Champion that was teased and is lacking in visual quality compared to other newer Champions like Kindred and Tahm Kench.
