Question about skin

Hey guys, out of all the skins quinn has, I don't get what she is wearing in phoenix. In all her other skins you can see visible boots but what about in phoenix? Is she wearing anything at all or is that what looks like lycra/spandex material stuff? She got no boots on in phoenix?
