Hey, whats up with Valoran, one of the bigger parts of Runeterra. It's between Demacia and Noxus, there is no Governance, but both aren't expanding way too far into it. Or: Why isn't anything there? Nothing that says, what is going on there, who is coming from there or the "bigger icon" like the rest of the citys and states have. It isn't even listed on the LoL Universe, but some champ will come from there.
Valoran is the whole continent. The unnamed space between Noxus and Demacia have some city-states/lower states. It's confirmed that Demacia and Noxus battled at least once in that zone and Bio hinted at Reddit some form of proxy war between them there.
its probably just a number of independent city states and smaller villages.
demacia isnt interested in expansion, but there is probably still a lot of trade and fighting going on over that territory. mostly to keep noxus from invading those parts.
if you read the crystal scar lore back when dominion was released, its probably very similar to kalamanda, which was an independent mining outpost.
I personally believe its left there so they can have like a reason to make Noxus fight Demacia over that place. Or mayle Noxus slowly takes land and gets closer to demacia...They left it there for future opportunities
