Because Riot doesn't want to only make League games. It's pretty clear they wanna branch out & make non-League games. It's like saying Nintendo should only make Mario games.

It's not a Battle Royale which is a good thing. We've had enough of those.

I don't mind if it's Overwatch+ Rainbow Siege mixed into one.

To be honest, making it league themed would have likely been too restricting. Not every champ would translate well to an FPS-game and a lot of champs would likely never make it in.
