Would Riot be willing to give champs a second Legendary skin?
I've got a skin idea for riot, but part of the suggestion would necessitate that the skin be legendary. How willing is riot to give champs multiple legendary skins?

YES
They used to do this,but I doubt that they'd still do it nowadays. Currently the only one with 2 legendaries that are still avaliable for purchase is cho'gath and both of his legendaries are pretty old.
Others had one of their legendaries become cheaper(like astronaut Teemo) or they were put into the vault(like firefighter tristana).
Whatever might make them a decent amount of money they'd do. Should not even be a question.
They already have. Off the top of my head:
Teemo, Tristana, and Cho'gath have two legendaries.
