No accent whatsoever. And even in the other ones (ex. spanish Spanish) there's still an abuse of vocal fry, that is normally used in some rural accents in the USA but I'm pretty sure is not used in most european languages.

What accents should they use?

Every language has many of them, so I would have presumed that they would use accents appropriate to the character in that language. A comparison in Japanese is the Kansai accent, which is sometimes represented by a Southern American accent when dubbing those voice overs.

Do you know enough about these other languages to make that Judgment?

I compared the German version to the English and the English version is the better one. However this isn't the fault of the voice. The VO is concepted for english and can't be translated to other languages without destroying jokes or echoism (I hope this is the right word). A good example is Yasous joke "who said I can't handle my drink", which is a nice joke because he balances his drink on his sword while also saying that he can drink a lot of alcohol without getting drunk. In german he says "wer sagt ich vertrage nichts" ("who said I can't drink alcohol") which completely destroys the joke of this joke. The same happens to tham kenchs select quote: the english version has a nice vocal flow from this high "name" to the dark "drowned" which shows that they are fallen to the ground of the river. In german it sounds strange because the transition is gone and the words for names and drowned are dissonant.
