No. Riot is biased towards certain champions (though for logical reasons).

I believe every champ will have their own emote. That being said, it will take a while.
Like Tharizun said, Riot can be biased toward certain champ. Some champs will get multiple emotes (hell this is already happening 
). While other champs have to wait for their 1st emote.
But on the bright side, emotes don't require as much work as something like skins. So it shouldn't take too long as long as Riot is motivated to create emotes for less popular champs.

Maybe. But I'm not sure what's gonna happen to champions with very niche playerbases. To be fair, there was a 
emote on PBE, but it's as of now unavaiable.
Personally I want emotes for any of these 
(obviously since he's getting a VGU, post rework) 
, especially Swain because even though I still have my gripes about the hair, I've grown to love the military and aristocrat style much like napoleon new Swain has. Also I like the combination of black, red and whiteish grey. For any suggestions it would be cool if he either had like a super serious and unimpressed face or just base it on his laughing animation where he holds his forehead out of laughter.
