What are your general guidelines for who gets a legendary/Ultimate skin?

Everyone wants a high tier quality skin for their champs/mains, that's not a secret. Though the recent (and to many disappointing) Gun Goddess MF, it does make you think on who is the next champ to get a legendary and/or ultimate (though we probably have to wait a while for the next Ultimate).

But one thing that I want to start a discussion on is what are the general points a champ needs to hit in order to become eligible for a legendary/ultimate (outside of just having a cool idea).

For me, my guidelines are short and simple:

  • Champion must be out for a certain time period - Now the champion that was recent more recently and got their legendary fairly quickly compared to others is Yasuo with 3 years and 6 months between his release and his legendary. To keep things fair, my guideline on this is a champ must be roughly 3 years old minimum. Essentially they need to build up that player base or be known in the game for some time before getting the highest tier skins.

  • Champion doesn't have a legendary yet - Some champs like Cho or Corki do have multiple legendaries, but Corki's legendaries aren't really the quality of normal legendaries and Cho'Gath was more or less an early champ whose first legendary was just putting him in a suit and redoing his VO, while his second actually was more of a legendary. For everyone else, though, one legendary or ultimate seems to be the limit so far.

Lesser Guidelines:

  • Popularity - Look, I'm going to be honest I do understand that more popular champs are more likely to be chosen for legendaries over less popular ones (like Lee Sin over Aatrox). But I put this one as a lesser guideline since there still should be some consideration for the less popular groups.

  • Number of skins/recent skins of champs - IMO there's a boundary when you can post a high tier skin before a champ feels like they have too little to get one or too many. Yasuo being the youngest, only has 3 alternate skins before his legendary, bringing him up to four. MF on the other hand recently got SG, bringing her up to 10 but now she's getting GG 6 months later, bringing her up to 11 now. To me the sweet spot lies somewhere between having 4 - 7, maybe 8, skins prior to the champs first legendary/ultimate. Though considering there are some that may have gotten their legendaries with less or more skins this isn't that important. What I do feel more strongly though is a champ shouldn't really receive a higher tier skin after receiving another skin not too long ago, especially if it's 1350. A champ general I feel should wait at least a year before receiving another skin, just to give time to less popular champs to get their skins, some their first still, rather than constantly feeling like Riot plays favorites. But, as it's clearly shown over the last year with Yi & Jhin, that just isn't a solid guideline a lot of people want to follow.

I wouldn't say popularity is a lesser guideline to be honest. Its part of how Rito makes good money. Everyone wants new Lux or Yasuo skins. As you said, no one gives two shits about Aatrox. I do agree with that last paragraph though. Skins needs to be better distributed.
