Can we have more skins change the looks of abilities on the action bar?

Surprise party fiddesticks makes his E actually look like the balloon instead of the crow. I was wondering if it was possible for riot to go back and make more ultimate and legendary skins change these looks, for example Final boss veigar would actually show a cube for his ult on the bar. They could even make non high priced skins change the action bar appearance like Artic ops varus or Gragas esquire.
