So, the current philosophy is that we likely won't release a complete, objectively truthful, world map in the foreseeable future because it ties our hands too firmly and too quickly.
What we are doing (as you've seen with the map snippets and cut outs as you mention) is creating maps that could exist in the universe of Runeterra. Maps made by people (or entities, or magic) with agendas, incomplete information, biases and goals.
That's why a map from a Piltover trade clan head can go into somewhat reliable detail on the coastlines and cities that he trades with, but should not be relied upon for information on troop distributions, mountain ranges, or the migration patterns of certain magical beasties. Heck, the creator of the Medarda Heirloom map is so prejudiced that he doesn't even label Zaun - in his opinion, it's out of sight; out of mind.
Future maps (and there will be future maps) will show other angles. Maybe we do get a map showing magical migration patterns, or we find the map of a nation trying to legitimize its claims on certain lands, or a capricious and fickle map of how to get to Bandle City.
The plan, being, that with each map revealed, a new way of looking at Runeterra and its peoples is shown. Smart cartographers like yourself can, of course, read between the lines and interpolate a colder, more scientific, interpretation of landmasses and seas, and in my heart I believe that one day the sheer weight of accumulated maps will mean that an atlas-style map will come due.
With that in mind, until the day an atlas might arrive - what sort of cultural artifact maps would you like to see? (I am full of ideas and plans for the next one, but open to suggestions for the one after that.)
