I'd like to think that Jaxs' long years of life after the fall of Icathia have sobered him on the idea of nationalism. He lived through the Darkin Wars, Mordekaisers' Empire and now the Noxians. It doesn't mean he has any particular love for Shurimans, but all his travels have made him realize that nations are made up of people and that those individual people can be good or bad. His culture is long dead, when he was in it he felt like he was something greater, but after its gone he gets a third person view of other nations rising and falling and he can see the cycle it leads to. Not only that but his people were so proud of their nation and their independance that they unleashed the Void on the world, a threat that he has dedicated thousands of years to fighting trying to erase those mistakes

I can see him being wary of the Ascended though. It was their arrogance that lead to Icathia being forced into using the Void. If Azir will fight alongside Jax against the Void he'd probably be willing to be uneasy allies.

I definitely think their interactions would be interesting, especially since, it seems, Azir was trying to bring about more tolerant policies in his time, and he might not have approved of what his ancestors did about Icathia (especially since it caused the Void rift to be summoned there). The Ascended could definitely be useful for the fight against the Void, for Jax, but he still might have to knock some sense into Azir to not go as SHURIMA crazy as he is lately.

how powerful is Jax? from what I understand, the lamp post is a actually carrying some magical fire of icathia, so while impractical to wield, its actually an extremely powerful weapon on the hands of someone who can actually use it

back on topic, Jax would probably be, apathetic to Azir. it's been so long, he barely remembers his name.
