Yordles rely one one another to better themselves, like the smurfs. Tahm cannot make bargains with them because of their friendship bonds, nothing goes wrong for them. Veigar is the rogue however, the one who lost his Yordle ways to insanity and refuses to co-operate, shifting his values to more personal goals. Tahm probably wants to make a deal with him since no other Yordle would co-operate. He wants to break the Yordle code to bring him more business and lunch while Veigar probably wants to harness some Yordle friendship magic shit as they fight in peril, granting him infinite power.
OR they probably just taste good and Veigar hates his brothers and sisters. Lulu a qt, she's spared.
I have a theory for that:
Tahm helped Veigar to escape from the Noxian Prison. That is why they aren't enemies unlike the rest of the yordles, he hates the yordles because of their "goodness".
